India Has a National Quantum-Safe Roadmap Now. Your Bank Is on the Clock.

2026 was the year India got serious about quantum security

For years, post-quantum cryptography in India was a research-lab conversation. In 2026 it became policy. Three developments, in quick succession, changed the landscape for every regulated Indian enterprise - especially in banking and financial services.

1. A national quantum-safe roadmap

India finalized a 140-page national roadmap titled "Quantum-Safe Ecosystem in India: Roadmap to Quantum Resiliency," incorporating feedback from government, industry, and academia after a public comment period that closed on 19 February 2026. This is no longer a draft or a discussion paper - it is the reference document for how the country intends to reach quantum resilience.

2. RBI's Q-SAFE committee

The Reserve Bank of India constituted an expert committee under the banner Quantum Secure and Adaptive Financial Ecosystem (Q-SAFE), headed by an IIT Madras professor, to assess the financial sector's readiness for quantum-related threats and recommend a roadmap for making India's financial ecosystem quantum-safe. The panel was asked to report within six months of its first meeting.

For a regulator like the RBI, forming a named committee is the step that precedes circulars. Banks that wait for the circular to start discovery will already be behind.

3. SEBI CSCRF and the first C-SAFE certification

SEBI's Cyber Security and Cyber Resilience Framework (CSCRF) now anchors cybersecurity obligations across regulated entities, and quantum-safe considerations are entering that conversation. Separately, the Data Security Council of India (DSCI) awarded its first C-SAFE recognition to an Indian deep-tech firm for a quantum-safe algorithm - proof that an Indian certification pathway is now live.

Why BFSI is first in line

Financial services carries the exact risk profile that makes quantum a board-level issue:

  • Long-lived sensitive data. Transaction records, KYC data, and customer financial history retain value for a decade or more - squarely inside the Harvest Now, Decrypt Later window.
  • Dense cryptographic estates. Payment gateways, core banking, PKI, HSMs, partner integrations - crypto is everywhere and often undocumented.
  • Active regulators. RBI, SEBI, and CERT-In are all moving, and BFSI sits under all three.

Industry estimates suggest only 10-15% of large Indian enterprises have even begun structuring post-quantum readiness assessments. That is not a plan - it is a starting gun most have not heard.

The compliance reality for Indian enterprises

If you operate in India's regulated sectors, several frameworks are converging on you:

FrameworkBodyWhat it drives
Q-SAFERBIQuantum-safe roadmap for financial ecosystem
CSCRFSEBICyber resilience, including cryptographic controls
SBOM / CBOM guidanceCERT-InSupply-chain and cryptographic transparency
National PQC roadmapDST / national bodiesCountry-wide quantum resiliency direction

The common denominator across all of them is the same first step every global framework demands: know what cryptography you run, where it lives, and whether it survives quantum.

What Indian CISOs should do now

  1. Build a Cryptographic Bill of Materials. Map every certificate, key, algorithm, and protocol - internal, external, cloud, vendor, and code.
  2. Map findings to RBI, SEBI, and CERT-In. Turn a technical inventory into a regulator-ready gap analysis.
  3. Produce a prioritised migration plan. Sequence by quantum exposure, business impact, and regulatory urgency.
  4. Get to deployable artifacts, not just a plan. The right platform generates the actual PQC keys, certificates and configurations your team deploys through change control, and is moving toward orchestrated execution with approval on each change.

India has published the destination. The organizations that start the discovery work now will meet the deadlines calmly. The rest will scramble when the circular lands.
